en el archvio readme pone algo de que para poder crear shortcuts hace falta actualizar unas dll:

"That's all (ok, you surely want to make some desktop
shortcut icon to ePSXeCutor.exe, right). Oh, yes,
ePSXeCutor is using the MFC dlls... maybe you have to
update them to use it."

¿Alguien sabe como?
